We’re (Partially) No. 1! DuPage Has Lowest Mortality, Best Health Behaviors and Best Clinical Care in Illinois

DuPage County Health Department

DuPage County is the sixth healthiest of Illinois’ 102 counties and ranks first in three categories, according to a national study released on Wednesday by the Robert Wood Johnson Foundation (RWJF) and the University of Wisconsin Population Health Institute (UWPHI).

The study found that DuPage has the lowest rate of premature death, the best heath behaviors and the best clinical care of any county in Illinois. However, the rankings for morbidity (25th of 102) and physical environment (64th of 102) brought the county’s overall rank down to sixth, behind Douglas, Jo Daviess, Woodford, Mercer and Henry.

“The County Health Rankings shows that how long and how well people live depends on multiple factors beyond just their access to medical care,” a RWJF press release explained.

“It examines 25 factors that influence health, including rates of childhood poverty, rates of smoking, obesity levels, teen birth rates, access to physicians and dentists, rates of high school graduation and college attendance, access to healthy foods, levels of physical inactivity, and percentages of children living in single parent households.”

DuPage was better than the Illinois state average in every category measured, except for percent of restaurants that are fast-food (54 percent versus a state average of 50 percent).

It ties in percent of people with limited access to healthy food (4 percent), drinking water safety (3 percent exposed to water violating standards), fine particulate matter (12.3 PM2.5) and rates of excessive drinking of alcohol (20 percent).

The county edged neighboring Kendall (seventh) and beat out all other neighbors as well, including Kane (12th), Will (25th) and Cook (78th).

Mark Lewis was found psychologically unfit to stand trial for murder.

A Lakemoor man jailed the last year and a half on charges he beat his sister to death in her Naperville home was found unfit to stand trial for her murder.

Mark Lewis, 53, asked Will County Judge Daniel Rozak for permission to "say something" after the judge found him psychologically unfit during a Friday morning hearing. Rozak refused him.

Lewis' 59-year-old sister, Cathleen Lewis, was found slain in her Worthington Drive residence in June 2011. Mark Lewis was charged with murder, home invasion and residential burglary in connection with her death. He was taken into custody in Pensacola, Fla., and fought extradition before he was transported to the Will County jail to await trial.

Mark Lewis also faces identity theft charges for allegedly using his mother's identification to cash $2,000 worth of checks a month and a day after his sister was slain.

Mark Lewis refused to cooperate with at least one of the two psychologists charged with evaluating him, according to a report cited during Friday's hearing.

Both of the psychologists found Mark Lewis unfit, but one proposed that, with treatment, he could be "made fit" within a year, said defense attorney Todd Lenzie.

Rozak ordered that Mark Lewis be transferred from the county jail to the custody the Illinois Department of Human Services. The judge also scheduled an April 22 hearing to re-address Mark Lewis' psychiatric state.

Elzbieta Plackowska, 40, of Naperville is being held without bail and charged with 10 counts of first-degree murder.

A judge ruled Friday that DNA of suspected bloodstains found at a Naperville home where two children were slain in October can be tested, the Daily Herald reports.

DuPage County Judge Robert Kleeman approved the DNA testing of the stains, which were found on a sliding-glass door and kitchen drawer at a Naperville townhouse in the 800 block of Quin Court, according to the Daily Herald.

Elzbieta Plackowska, 40, was babysitting her 7-year-old son Justin Plackowska and 5-year-old Olivia Dworakowski on the night of Oct. 30 when the children were found stabbed to death inside the townhouse, prosecutors said.

Plackowska was indicted Nov. 15 on five counts of first-degree murder for the alleged stabbing deaths her son and five counts of first-degree murder for the death of Dworakowski.

In Febrary, Judge Kleeman granted a request from prosecuters to test hair and saliva samples of Plackowska  during a hearing, according to Daily Herald.

On the night of Oct. 30, when Plackowska was brought in for questioning after the children were found slain, she told police that the children had evil inside of them and she was trying to get the evil and devil out of them.

Plackowska then told police she was angry with her husband because he was gone most days working as a truck driver and did not appreciate her.

Plackowska's next court hearing is scheduled for May 10.

If convicted, she faces a mandatory sentence of natural life in prison without the possibility of parole, according to the DuPage County State's Attorney.

Big Pension News? Only in Illinois

Reboot Illinois recaps recent political activity in the state capital in a video hosted by Madeleine Doubek, Reboot's chief operating officer, and Matt Dietrich, the website's executive editor.

What's happening in Springfield now regarding the state pension crisis will have a long-term impact on your tax bills and the money the state government can afford to send to local schools.

Teachers and bus drivers in the suburbs are getting layoff notices and schools are closing in the city of Chicago as the governor projects a cut of $300 million from the state education budget. This week, the Illinois House passed a bill that would trim cost-of-living payments for public retirees. The House previously passed a bill that raises the state employee retirement age incrementally. It's unlikely those measures will pass the Senate, leaving the pension crisis unresolved.

Our friends at Reboot Illinois, a non-partisan news and advocacy website, this week launched "Only in Illinois," a weekly video recap and analysis of key financial issues plaguing the state. The program is hosted by Reboot's chief operating officer, Madeleine Doubek, and executive editor Matt Dietrich.

Want more perspective? IllinoisWatchdog.org suggests the next election will further delay pension reform.

Charles McCullum

It was bad enough last week when a Cook County man appeared in court for allegedly beating his mother, stabbing her and leaving her in a ditch. But now this week we have a Joliet man who allegedly choked his mother, stabbed her so hard with one knife the blade bent, plunged a second knife into her repeatedly and then used a baseball bat to hammer it into her her body until the handle broke, and finally dropped her in the Des Plaines River.

The body of Jeanie Parker, 54, remains missing as fire department divers brave the depths of the Des Plaines and police officers scour the river bank. Parker's son, Charles McCullum, 21, has been charged with her murder and is being held on a $5 million bond.
